Technically speaking, I think Rita might be at least aware of a presence of some sort, though Potterverse kind of screws us over - she stands a good chance of seeing a ghost, I'd think, but away from the actual wizarding world? I'm not sure.

So...tentative yes on Rita, though adjustments can be made on whether she'd see an actual corporeal presence or just feel something.

Xander has seen ghosts, but only those that were pretty much manifesting to everybody. Buffyverse ghosts on the whole tend to be not very selective with who they appear to - they might be limited to invisibility or whatnot, but whatever part of them is sense-able, is discernable by everybody. So kinda no evidence either way.

Veronica saw/talked to/had dreams about Lilly all through S1 (which you know) and also had a bunch of dreams in S2 about dead people (which you also know).
