Yomiko is 'The Paper.' Though I'm basing her solely on the movie, from what I've read about the TV series and manga, this is an inherited title/power. Sort of like the slayer, there's only one Paper at a time.
As The Paper, Yomiko has the ability to control, well, paper with her mind. In this she is limited only by two things: her imagination, and the forms paper can take. She can make a paper airplane that will fly and carry two people, but it still looks like a paper airplane. She can animate origami animals, but they still look like origami, not real animals made of paper.
She can do some pretty kick-ass things, though. She can make the paper razor-sharp, she can make it bulletproof, she can make small sheets stick together to form a wall. She can use a twist of paper as a lockpick. She doesn't have to be touching the paper for her gift to work, either (for example, in the movie, she sends a dollar bill flying through the air to slice up a guy who's trying to kill her up).
