This still doesn't strike me as a plot that should be a huge issue for anyone on the island. Skrulls are shapeshifters. It's a secret invasion. Maybe I missed something in there somewhere, but it looks to me like a plot that you wouldn't even necessarily notice, unless your character was out and actively looking for green people lurking in alleyways.
