Half-Magic! Stolen from the book of the same name by Edward Eager.

A coin, or multiple coins, show up on the island in places where coins show up. In your change from J, GOB, under the couch cushions, in a crack on the sidewalk. Each of these coins grant wishes! Any wish, spoken out loud while in possession of this coin will half come true.

Ex: If you wish for a million dollars, you'd get half a million. If you wished for a banana split, you'd get a banana. If you wished a friend back on the island, they'd end up halfway there. If you wished someone to go to hell, they'd probably end up in Orange County.

Since the coins look like ordinary coins if you don't look closely, they could be passed on, dropped or spent after a wish with the person not even realizing what had happened.

If someone makes a wish that'll have to be reversed, they'll have to find one of the coins again and hope it's still got wishes on it.

Interested? And any ideas on how to make this work in a game setting?

That's what I was thinking. Only maybe stretch it out for a couple of weeks so the coins could circulate, a bit of chaos could ensue and people could have time to put things right.
