Backstory I've worked out so far: Elena kept working as a Turk, or, at least, the new and revamped version of it. She also stayed in a relationship with Tseng, and was generally happy.
Somewhere in the middle between now and then, in her late 20s or early 30s, she got taken out on a completely ordinary mission by someone else's lucky shot. So your character might have heard about that. It was a risk of the job, and she had a number of good years; feel free to raise a toast in her general direction, but this was not a shocking, tragic thing, exactly -- Turks don't often make it as long as she did, and all of Gaia has a shitty life expectancy to start.
How she could fit into your character's backstory: She would have stayed marginally in touch for a few years, but it would have faded out over time. If you think your character heard about her passing, they can, or they can have missed it, either one.
