Would someone opening a portal to a hell dimension, traveling through it quickly, and then exiting through another portal into normal space possibly create the kind of pulse you're looking for?

OMG OMG OMG it's actually... kindofsortofcanon, even.

There's a TNG/X-Men crossover novel, where Geordi figures out that Kurt's teleporting bears a suspicious resemblance to warp travel.

I loved that book :D It was better than the comics cause the longer length gave them more time to do it well.

The best part is how characters TOTALLY NOTICE that Picard bears a resemblance to Professor X. And this was years before the first movie.
