Whether it's limited to Halloween only or a plot for that entire weekend, everyone who dressed up (or dresses up in a specific type of costume, in case there are people who want to dress up but not participate in the plot), somehow becomes their costume for the duration of the plot.
If the Buffy cast agree, it could be Ethan Raynes coming in to make mischief, or we could find another reason for it to happen? Toasty souls of the damned, perchance?
