I'm too lazy to look it up, but I think it was glacial_witch who mentioned before the idea of us getting some low-level criminals into town, possibly to reside in the warehouse district. I know we don't want psychotic killers running around, but thieves and fences and money launderers? That would be seriously awesome. And it'd give the police something to do, and create some fun conflict for whoever wanted to play with it, ooc. (I.e., a business owner gives permission to be robbed ...)

And to watch them all get "OKAY, THAT WASN'T ME" any time something huge and BDE-ish goes down.
